Job Summary
This role will report to the Manager, GIS and Data Analytics. Working with departmental staff across the organization to identify and implement Spatial based Data and Reporting solutions (applications, data products, analysis work) that improve business processes, effectiveness and support decision making.
Key Duties and Responsibilities
Data, Spatial Analytics & Reporting
- Perform spatial and data analysis on environmental, demographic, infrastructure, planning-related and other City datasets
- Analyzes complex information after conceptualizing the business problem and determining the data required to assist the process
- Produce high-quality cartographic outputs, web maps, dashboards and reports for Staff
- Develop analytical models and scripts (e.g., Python, ETL, tools) to support complex spatial, data analysis and reporting
- Conduct detailed spatial, data analytics and reporting
- Support policy analysis, planning, and service delivery with geospatial insights
- Validate data integrity and perform QA/QC processes
- Identify patterns, trends, and anomalies in spatial and non-spatial data
- Collaborate with other analysts for data modeling and scenario planning
Data Management & Quality Assurance
- Design, develop, and maintain geospatial datasets and non-spatial datasets ensuring accuracy, consistency, and adherence to standards
- Implement and maintain data validation and quality control procedures
- Support data governance practices and ensure metadata documentation is current
- Evaluates, maintains, and enhances data sets, including advice regarding requirements to assure the quality of contributing data sources
Project Support & Stakeholder Engagement
- Work with business units to advise and educate about data analytics capabilities
- Work with business units to identify, design and implement data analytics, data reporting, GIS and dashboard solutions
- Collaborate with business units and ITS/GIS staff to streamline business processes and optimize geospatial/data workflows
- Facilitate workshops, training sessions and Community of Practice (CoP) events to increase GIS and data literacy
- Collaborate with Staff to define project requirements and deliver data-driven solutions
- Manage and contribute to GIS and data related projects, including scheduling, documentation, and delivery
- Participate in multidisciplinary teams to apply GIS and data analytics in solving organizational challenges
- Gather business requirements through consultations and translate them into technical specifications
- Act as a liaison between technical teams and non-technical stakeholders
- Promote the value of data-driven decision-making across departments
- Support change management during GIS and data-related implementations
- Develop, maintain, and enhance reporting on various enterprise platforms such as CRM – Customer Relationship Management, ERP – Enterprise Resource Planning, EAM – Enterprise Asset Management
- Design and build custom reports (e.g. informational, analytical, financial)
Strategic Planning & Governance
- Develop GIS, Reporting and Data-related policies, standards, procedures, and processes
- Contribute to the implementation of the Corporate GIS Strategic Plan
- Assist in the development and implementation of data standards and processes
- Evaluate emerging GIS and data technologies for strategic alignment
- Liaise with external agencies (York Info Partners, Emergency Operations) on data sharing, system integration, and GIS infrastructure requirements
- Participate in long-term planning for enterprise data architecture and governance
- Support open data initiatives and data-sharing frameworks
- Monitor compliance with data privacy and security regulations
- Recommend improvements to align with Regional/provincial/federal data best practices
Project & Application Management
- Design, implement, and maintain GIS and Data projects and applications
- Focus on current projects and support integrated GIS and Data functions in enterprise systems
- Manage project timelines
- Prepare documentation including project plans, and post-implementation reviews
- Conduct user acceptance testing and support go-live activities
- Coordinate with vendors and consultants for specialized implementations
- Ensure that GIS/data projects align with IT service delivery and digital transformation goals
- Configures, maintains, and support GIS web-based applications and business system integrations (public and internal)
Technical Administration & System Support
- Assist in configuring the technical components of the Enterprise GIS system (AGOL, ArcGIS Server, etc.)
- Administer GIS-related solutions, data, and analysis projects
- Work with technical staff to troubleshoot, resolve issues, and administer corporate GIS/data applications
- Maintain and optimize geodatabases, services, and server infrastructure
- Monitor system performance and plan for upgrades or migrations
- Develop and maintain automation scripts to streamline various workflows and data processing
- Perform version upgrades and patch management of GIS and Data applications
Qualifications
- Undergraduate Degree in Computer Science, Geography, Data Science or related discipline
- Five (5) to Seven (7) years of experience in analyzing GIS or other data
- Certificate in GIS or GISP designation an asset
- Experience working with ESRI's ArcGIS software suite (ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and web GIS applications)
- Experience working with ETL tools to transform and translate data (e.g. Safe Software - FME, Power Automate, SSIS)
- Knowledge and proficiency in scripting languages such as Python, SQL, Arcade, ArcPy, as well as workflow tools such as Model Builder
- Experience working with PowerBI or other Enterprise reporting tools
- Understanding of a star schema, multi-dimensional models and their principals
- Understanding of data warehouses, and data marts
- Ability to work with ambiguity
- Willingness to learn and leverage new platforms and capabilities
- Proficient with Microsoft 365
- Workday and or Dynamics 365 training/certification considered an asset
- Functional experience in HR or Finance environments considered an asset
