The Opportunity
CACI is seeking an experienced Collaboration Team Lead to support the Enterprise Level Information Technology Expertise (ELITE) contract at U.S. Africa Command (USAFRICOM) in Stuttgart, Germany. In this critical leadership role, you will manage a multidisciplinary enterprise team of 18 personnel spanning three core technology pillars: Microsoft Power Platform, ServiceNow, and Power BI.
As the Team Lead, you will serve as the primary bridge between technical execution and executive command strategy. You will drive innovation, establish low-code/no-code governance, and deliver decision-quality metrics directly to USAFRICOM J6 senior leadership. This OCONUS position offers a unique opportunity to shape the digital transformation landscape of a combatant command.
Responsibilities
As the Team Lead for the USAFRICOM J6 Collaboration Team, you will direct, mentor, and manage an 18-person collaborative engineering team. You will directly supervise an Agile management cell consisting of a Scrum Master and two Product Owners, in addition to the Technical Leads for each of the core workstreams, optimizing sprint cycles, backlog grooming, and user story refinement.
- Establish, maintain, and execute long-term strategic and technical roadmaps for the three core workstreams (Power Platform, ServiceNow, Power BI), aligning development sprints with USAFRICOM's overarching modernization goals.
- Drive technical strategy, align low-code/no-code implementations to industry best practices, and establish robust Center of Excellence (CoE) frameworks.
- Design and deliver high-impact technical briefings, executive dashboards, and strategic recommendations to J6 senior military and civilian leaders, translating complex technical metrics into clear business value.
- Establish, track and report on group performance metrics, SLA compliance, and solution delivery velocity to ensure high-quality service management.
- Enforce governance, security compliance and standard Application Lifecycle Management (ALM) pipelines across all three technology platforms.
- Oversee and ensure strict adherence to all ELITE contract deliverables, SLA compliance, and performance metrics. Provide routine group performance analysis and burn-rate metrics to leadership.
- Provide technical oversight and strategic steering during architectural designs and complex system integration implementations.
- Conduct annual performance reviews, perform hiring actions, and manage staffing/resource allocation.
Required Qualifications
- Active Secret clearance with the ability to obtain and maintain TS/SCI (No Waiver).
- BA/BS and 10+ years of recent specialized experience, including at least 3+ years in a supervisory or team lead capacity managing teams of 10+ people.
- Demonstrated experience directly managing Agile leadership roles (e.g., Scrum Masters, Product Owners, or Tech Leads).
- Broad, high-level familiarity with Microsoft Power Platform, ServiceNow, and/or Power BI architectures and delivery methodologies.
- Demonstrated mastery of Agile methodologies, resource management, and IT Service Management (ITSM) frameworks.
- DoD 8570 IAT Level II compliance (e.g., CompTIA Security+ CE) and TESA eligibility.
Desired Qualifications
- Experience establishing low-code governance models (e.g., Power Platform CoE or ServiceNow Governance Boards) in a DoD environment.
- Experience utilizing Power BI to develop executive-level performance and operations dashboards.
- Relevant certifications in ServiceNow (e.g., Certified System Administrator/Implementation Specialist), Power Platform (e.g., PL-900, PL-100, PL-600), or Project/Program Management (e.g., PMP, Agile PMI-ACP).
- Prior experience supporting USAFRICOM, USEUCOM, or other DoD organizations in an OCONUS environment.

Compensation and Benefits
Proposed Salary Range: $99,300 - $208,600 USD
Factors influencing final salary include geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
